Shell Polymers and Charter Next Generation collaborate on “certified circular” film solutions for flexible packaging

Shell Polymers and Charter Next Generation (CNG), a leading North American producer of specialty films, have entered a commercial agreement through which Shell Polymers delivers ISCC PLUS certified circular polyethylene for CNG to use in high-performance flexible packaging for its customers. The collaboration reflects the growing demand for certified solutions that support sustainability goals while meeting stringent functional and regulatory requirements in packaging.

Through this agreement, Shell Polymers supplies CNG with circular polyethylene under the ISCC PLUS system using a mass balance approach. The certification is assigned to material based on Shell Polymers’ use of pyrolysis oil made from recycled plastic in place of virgin raw materials, helping divert plastic waste from landfills. These credits are tracked and attributed using rigorous third-party standards, allowing downstream customers such as CNG to produce packaging that supports the shift toward a circular economy while using virgin-grade resins that meet performance and regulatory criteria. This announcement represents Shell Polymers’ first public customer collaboration leveraging “certified circular” polyethylene.

CNG is producing custom film solutions using these certified materials across its ISCC PLUS-certified manufacturing sites. These high-performance films are tailored for demanding functional integrity is non-negotiable. Current deployments include packaging for pet food, packaged meats, and healthcare products.

“Advanced recycling represents a critical pathway toward achieving circularity in flexible packaging, especially for high-performance applications where functionality cannot be compromised,” says John Garnett, senior vp-Sustainability, Technical and Innovation at Charter Next Generation.

Shell Polymers’ Monaca facility in Pennsylvania, located near the heart of the North American polyethylene market, plays a central role in helping to enable regional supply. The site’s strategic locationsupports customer demand for traceable, scalable sustainability solutions.
