Polyethylene film remains most widely used substrate for consumer packaging; volume to continue global growth

October 3, 2025

AMI Market Intelligence‘s latest report offers a deep dive into the global polyethylene (PE) consumer packaging films market, providing industry stakeholders and investors with a comprehensive analysis of market dynamics, technological advancements, and competitive pressures shaping the global market.

AMI’s latest research indicates that PE films will further consolidate their importance for consumer packaging, outstripping the added volume growth forecast by other polymer films to 2029. With a team of consultants conducting depth interviews across a vast network of producers, converters and suppliers of PE consumer packaging films, AMI provides a holistic view of the trends in the market, and how they differ across world regions.

Several reasons for PE’s increase in importance became clear:

  • PE film is cost-effective and is widely used for large volume segments, or food staples, such as bread and dried foods
  • PE consumer packaging films are being adopted where loose unpackaged products have been the norm
  • PE film is increasingly required in combination with EVOH or PA for high barrier protection
  • PE film can satisfy growing demands for mono-material films for ease of recycling

Each world region has different drivers for PE consumer packaging film use, and it is vital to understand these to grasp the size of current and future opportunities (see map above).

The North American market is large and sophisticated and is seeing growth in PE consumer packaging films for many reasons. A wide range of products previously sold in rigid packaging are switching to lighter and convenient flexible packaging. Stand-up pouches with convenience features are being adopted even for harsh chemical products. PE films account for the majority of food packaging films, with market share set to increase, aided by a strong interest in all-PE recyclable structures and lack of infrastructure or development for the recycling of PP or other substrates to date. Investment in MDO-PE and BOPE capabilities continues.

Reasons for growth in PE consumer packaging films in China are different – the rise in middle-income households, increasing access to modern retail, busy lifestyles where convenience appeals, and the growing need to look externally for growth through exports of both PE films and products packed in PE consumer packaging films. China accounts for over one quarter of global growth in PE consumer packaging films.

Despite an aging population and a marked slowdown in the plastics industry, Europe still offers opportunity for PE as the most widely recycled films material. Europe is home to several of the leading global films equipment producers as well as pioneers in oriented film developments, both MDO-PE and BOPE. In the EU, legislation is an overriding key factor. Film suppliers, both domestic and those supplying into the region, are preparing for the PPWR 2030 deadline, which provides financial incentive and will intensify change.
